Soft Power, NGOs, and the US War on Terror.

In order to understand soft power a methodological change is required. A state, an organization or a single person can exercise power with means other than violence and force. Persuasion, example, seduction, and myth: these are the resources of soft power.

This dissertation attempts to do the following: 1) re-conceptualize Nye’s soft power framework as a consciously-utilized strategy employing methods other than hard power, aimed at target countries to enhance US interests, 2) theorize about the conditions under.

Soft Power is the need of the hour for international politics. It is the only alternative to Raw Politics. Through the concept of attracting instead of persuading other, peace and prosperity is flowing amongst nation. Soft Power is especially required when this world is going though economic and political turmoil.This dissertation performs a critical analysis of the concept, with particular focus on the development of attempts to measure it: such as the Portland Soft Power 30 Index. In doing so, we will see how Nye’s framing of the theory, and attempts to measure it, too often fail to live up to the claim of soft power being descriptive in nature.Bringing together foreign policy literature and INGO (international non-governmental organization) scholarship, this dissertation seeks to explain geographic and temporal variation in the US government's use of hard, soft and smart power in the War on Terror.


The purpose of this study was to examine the effects of soft power versus hard power in U.S. policy towards Latin America. In recent years America’s unipolar moment has been challenged from populist leaders in the region to its inability to get a handle on the flow of illegal.Soft power shuns the traditional foreign policy tools of carrot and stick, seeking instead to achieve influence by building networks, communicating compelling narratives, establishing international rules, and drawing on the resources that make a country naturally attractive to the world.
