You need to use the shape tool and not the elliptical marquee tool. When you draw with the shape tool change the setting at the top to paths instead of shapes. Once you have drawn your shape select the text tool and click on the line and you will be able to type along the path - you can change the base line so that the text appears inside the circle rather than on the outside of the circle.
